It means arranging the troops in a complicated but flexible manner with an aim to surrounding or defeating the enemy (to see 八阵图 for additional information).

It also refers to using such tactics in a competition. Sometimes, it figuratively means someone uses manipulative methods in order to cover up his true intention for a certain purpose. In the last sense, this phrase is often derogative.

It means arranging, placing or littering things in a careless and random fashion.
