It figuratively refers to a handle or some evidence held by another person against oneself. The whole phrase figuratively means holding one's mistake, guilt, or crime as an excuse to reproach, attack or threat him. It has both positive and negative senses. Using such evidence to expose one's fault or criticize him is a good thing, while using it to attack, reproach or threat is not
