Originally it refers to an unjust case or injustice. It is said that in the ancient times a king was taken in by an evil person and arrested an official loyal to him. The arrested official looked at the sky, crying out words of grievance in rs. It was summer, but the Heavenly Emperor commanded that frost fall onto the ground in order to show his sympathy toward him.
