害怕 and 怕 both are Verbs, and 怕 also is an Adverb, which means [fear; be afraid of; most probably].

Example

害怕 and 怕 both mean "to be afraid of".
1) In examples ① and ② either 害怕 or 怕 can be used;

2) 怕 can be used directly to mean "actual fear", e.g. 老鼠怕猫 (A rat is afraid of a cat); 害怕 is rarely so used;
