Literally means:

hardly has the gourd been pushed under water when the gourd ladle bobs up; solve one problem only to find another crop up.

Actually means:

Gourd and gourd ladle floating on the water surface do not sink unless they are pushed underwater by hand.

They come up immediately as soon as one's hand is retreated. The phrase means one hand cannot push two gourds into water.

It metaphorically means problems crop up one after another, making it hard to cope with.

It also means that one fails to solve a problem completely or properly, thereby resulting in a series of of other relevant problems.

浮在水面的葫芦和瓢需要用手往下按才能没入水里，一松手又会浮起来。按倒葫芦瓢起来，指一只手不能同时把葫芦和瓢都按入水里。

比喻某个问题解决了，又出现了其他问题，这样接二连三出现的问题，使人应付不过来。
