Definition
参观 vs 看 both are Verb, which means [look around; visit; look at].
Example
参观 and 看 both mean "to look at", but they are quite different from each other.
1) 参观 means "to leam sth. by visiting" and the object must be a place (nonmonosyllabic), e.g.工厂(factory),学校(school), 展览会(exhibition),摄影展(picture show), etc. which must be sth. man-made.
2) 看 means "to see or to look at" (e.g.看看是谁来了!(Look! who is coming?) and also to read (eg.看书), to diagnose (e.g.看病), to treat(e.g.另眼相看 give sb. special treatment), to visit, etc.

We can't say 参观风景, because 风景 is natural. We usually say 看风景 (visiting a scence).
