Actually means:

Since the monkey's buttocks are red, it is often used to mean that the color is too red or refers to the disproportionately bright red color. It sometimes implies that someone who intends to make himself/herself beautiful turns out to deteriorate his/her appearance. Usually derogatory.

It means that one, like a monkey, is restless and is not able to stay quietly in one place.
