Actually means:

A person who is too lazy to do something asks another lazy person to do it for him. It means that a person is lazier than another, or means shifting work to another person. Derogatory.

自己懒得做事，让别人去做。指一个比一个懒，或有事一个推一个，谁都不想做。有一定的贬义色彩。
