This is a jargon in real estate industry. It describes that someone first pays a nominal earnest and reserves the house for oneself before the building's completion.

Afterwards that person will once again sell his right to purchase the house and in turn get a higher earnest from other person. In such a way, that person makes a profit out of the difference. Derogatory.
