拔了萝卜腾岀坑:

Literally means:

pull out the turnip to have a vacant hole;make room for something or somebody new.

Actually means:

When one turnip is pulled out of the earth, there is an empty hole left.

This phrase figuratively means dismissing some old employees to offer the vacant positions for new ones.

It also means getting rid of what is useless to make room for new things.

In the first sense,it sometimes is used to criticize people who abuse their power and put their followers in some vacant positions by unfair means.

Thus it carries a derogatory sense.

把萝卜拔出来，地上就留下一个坑。

比喻某个单位辞退原有的人员，把空出的职位让给新来的人。

也指清除某些没用的东西，以便空出地方放置新的东西。

在前一种意思中，有时用来批评利用职权，安插自己熟人的不正当行为， 因而含有贬义。
