It originally means one has come to the open counry or to an outlying place where he can find no village or inn that can provide accommodation for him. It figuratively means that something is still unsettled, or was caught in a dilemma.

原指走到野外或偏僻的地方，前面不靠近村子，后面不挨近旅店，没有地方可以住宿休息。比喻事情没有着落，或处在进退两难的境地。
