Why was my upload set to private?

I have some files I would like to share with the community. I have successfully uploaded 2. the are set to public. I did the same thing with the other 2 and after reviewing the appear as private. why is that? Can I do anything about it? Do i have to contact the admins or someone?
I actually wanted to upload the audio for one of the files. Guess that's out the picture if its set to private.
Can I try reuploading it again or is that against the rules.?

Repeated, low-quality, irrelevant pdf will not be public, for any argument you can submit a Ticket.
