Pinyin is usually taught first. It would be too overwhelming to learn characters first.

It's up to your goal and the background you're from.
Let's say you were forcused on reading, and you'from Japan, then characters will be the better choice.

Pinyin.
But
As a non native speaker who studied Chinese for more than five years, I would recommend you to find a good teacher at first. It might be a better way yo study Chinese in the start of your way, I think.

拼音开始,先学一遍,再学习汉字,然后再巩固拼音

Pinyin is the fundamental, so I think you should start from pinyin!

I know everyone else has said it already, but the first thing you should do is learn piniyin if you're trying to learn Mandarin and are interested in going to the Mainland. If you want to go to Taiwan, you may want to learn zhuyin fuhao (bo po mo fo) because many Taiwanese textbooks use that.

Either way, you need to learn some reliable system to help you learn the pronunciation, since looking at a character (for a non-native) gives little to no information on how to pronounce it, and learning a standardized romanization method (such as pinyin for Mandarin or jyutping for Cantonese) will allow you to use external resources and understand them.
