We should consider that 有点儿 is use in negative or slightly negative situations, and before adjevtives and verbs and 一点儿 is used in positive situations, and most common situations before nouns or question 吗.

一、"一点儿" is a quantifier. It has all the grammatical features of a quantifier.
1、"一点儿" is used before a noun to indicate a small quantity. For example:
(1)我喝了⼀点⼉酒。
(2)我给了她一点儿钱。
2、"一点儿" is used after an adjective to explain it. For example:
(1)请说慢一点儿。
(2)能不能便宜一点儿?
二、“有点儿” is the abbreviated form of“有一点儿”. lt is an adverbial phrase which is
used to modify a verb or an adjective following it.
1、In the structure“有点儿+ Adj.",“有点儿” indicates the speaker's unsatisfaction. For example:
(1) 这件衣服有点儿贵。(The speaker hopes it can be cheaper.)
Note: It's wrong to say “这件衣服一点儿贵”, but it is right to say “这件衣服贵一点儿那件便宜一点儿。”
(2)你说得有点儿快。(The speaker hopes “you” can speak slower.)
Note: It's wrong to say “你说得一点儿快”, but it's right to say “请说快一点儿”。
2.有点儿+V.
(1)他有点儿想家了。
(2)我有点儿爱上他了。
