What does "说曹操曹操到” mean?

Why we use that to refer to someone when they arrive after we mention them during the conversation. But their names are not even 曹操?

this saying comes from a historical story. One day, someone recommended Cao Cao to Emperor Xian of Han, saying that he could protect the emperor's safety. When he was about to call Cao Cao over, Cao Cao came, and Emperor Xian of Han said, "Really, when we talk about Cao Cao, Cao Cao comes."
