February 2nd in the Chinese lunar calendar has traditionally been known as the Black Dragon Festival, the day when the dragon raises his head. In early February when it gets warm enough for the spring ploughing, the dragon, bearing his responsibility in mind, raises his head, getting prepared to produce rain. This is what we call 龙抬头.
Later the phrase is used figuratively to show that there is a good turning point for something not well done so far, or that things go for the better. Commendatory.
传统上把农历二月初二定为“青龙节”,即龙抬头的日子。二月初的时候,天气一天天暖和了,农民可以开始春耕,龙也行动起来了,准备履行它降雨的职责了。这就是龙抬头。
