Actually means:

It used to refer to the name list in the hands of the reactionary dictators listing people who constituted a threat to their dictatorship (so that dictators can take precautions,perform persecution or arrestment of such people). Nowadays it is used to describe the list of enterprises or goods under investigation of or to be punished by the government.

从前指统治者把危及其统治的人员记录在案的名册（以便对他们采取防范、打击或逮捕等措施）。现在多指有关主管部门对准备追究的企业、商品所开列的清单。
