青黄不接

Actually means:

temporary shortage of food or personnel

青, green, refers to the crops that are not yet ripe for food; 黄, yellow, refers to crops that are already ripe for food.

This phrase means the crop is still in the blade while the old stock has all been orary food shortage. It can also figuratively mean new personnel are not able to take the place of the old, therefore causing a temporary difficulty in business.
