Actually means:

According to the classic Chinese novel A Journey to the West, the Monkey King (Sun Wukong) disregards all rules and makes a big havoc in heaven.

This phrase is later used to mean figuratively that one acts in a carefree way to satisfy his or her own desire.

中国的古典小说《西游记》中的人物孙悟空，不顾天宫的规定，在天宫里大闹。
