走一步看一步:

Actually means:

It figuratively means that, when one is not sure, he processes with great caution. While adopting a step by step approach, he is ready to adjust in accordance with the changes of situation.

It also indicates that things are changing and one has to make decisions as to what to do next according to the real situation. When used in its latter sense, this phrase implies having no alternative.
