Actually means:

It refers to a person who is sensible, knowledgeable, intelligent and creative. But being too smart or cunning may lead to negative effects. Sometimes it connotes a sense of sarcasm rather than compliment.

明白事理，懂得很多，领悟力强，有创意。但往往过于精明反而对自己不利。有时含有讽刺意味，不是真的称赞对方智商高、聪明。
