It refers to some small companies whose members go from place to place to canvass for business or handle business activities. Among such companie some grow into big companies through legal opera tions, but most run their business by means of swindling. So to some people, 皮包公司 is nickname for 骗子公司, a swindling company. Mostly derogatory.

由一些人员提着皮包到处招揽生意或从事商业活动的小公司。在皮包公司中，有些通过合法经营发展为正规的大公司，但是更多的是靠骗人过日子。于是，在人们的心目中，“皮包公司”便成了“骗子公司”的代名词。多具有贬义色彩。
