Actually means:

It doesn't matter. This phrase is used as an answer to another person's apology, which is aimed at relieving the other person of his uneasiness.

Don't worry. This phrase is used to assure others that nothing serious has happened. It can also be used to show somebody's concern over another person when something unexpected happens. Interrogative forms are preferred in the latter sense.

It means that somebody does not have to shoulder the responsibility for the mistake he has made, or somebody is exempted from the due responsibility.

It means having nothing to do or being free.
