Actually means:

serve the foe in secret

曹操 and 刘备 are two famous politicians in ancient China. History has it that General Guan Yu who fought for 曹操 officially yet helped Liu Bei in secret.

Thus it refers to colluding with others under the slogan of serving one. Derogatory.
