太极拳 is a kind of Chinese martial art (Tai Chi), which has the features of being soft and slow and involves many pulling and pushing movements.

Metaphorically, it means finding excuses to shirk responsibility or to shift it, or being dilatory. Also,it refers to sidestepping any substance or crux of a problen people in this way.

太极拳是中国的一种武术，特点是动作柔和缓慢，有许多推和拉的动作。

比喻推委拖拉，把该做的事或应负的责任尽量推给别人，对应做的事不及时办理，能拖延就尽量拖延。也指故意避开问题的实质、要害或用这种方式来应付别人。
