Actually means:

change places very frequently

Originally it means when launching a surprise attack on the enemy,soldiers shoot by moving quickly from one place to another. It also means fighting small-scale battles at different places.

Metaphoically, it means changing jobs or activity sites or places frequently out of some reasons. Sometimes it ridicules or criticizes changing jobs frequently and deliberately. In the latter sense, it is derogatory.

原指暗中找机会打击敌人时，在一个地方打了枪以后，又换到另一个地方再打，也指在不同的地点进行小战斗。

比喻由于某种原因经常变换工作或活动地点或场所。有时用来批评或挖苦故意频繁变换工作。后一意义含贬义。
