成事在天

Literally means:

the result is in the hand of heaven

Actually means:

(man proposes and) God disposes

To be successful or not is not decided by human beings. The result is up to the Heaven, implying that opportunity plays a decisive role.

It often follows the phrase 谋事在人 which means, human beings can have a lot of plans. The couplet means whether there is opportunity or not, a person should always try his best.

事情能否成功，不是由个人所能够决定的而是取决于上天，后常指取决于机遇。

常用在“谋事在人”后面。用于说明不管是否有机遇，自己应该尽最大的努力。
