娘娘 refers to woman here. 腔 means the characteristics of speaking, especially in sound, tone and intonation.

The whole phrase means a man is like a woman when speaking or acting. Generally, when a man is like a woman, he is considered either pretious or lacking in masculine quality that man should have. Therefore, neither women nor men would like or enjoy company of such men. They are looked down upon. Derogatory.
