It means figuratively that in th planned economy, everyone can and only can get an equal share of reward however hard or well they work. Sometimes derogatory.

比喻在计良多人吃划经济时代，不管干得多还是少，干得好还是不好，都得到同样的待遇，在收入分配上搞平均主义。有时具有贬义意味。
