local villain/bully

It metaphorically refers to a villain who acts like a tyrant and bullies others in his local place or area. It may also means an influential force with local characteristics formed and developed in a place. It is often used as opposed to out-coming forces. In the former sense it is derogatory.

所处的或地区比喻在自己所处的地方或地区横行霸道，欺压百姓的坏人。也比喻在本地形成和发展起来的带有地域色彩的势力。往往相对于外来的势力而说的。前一意义具有贬义色彩。
