三八线

Actually means:

demarcation line

It refers to 38 north latitude on the Korean Peninsula, which, after the 2nd World War, serves as the military demarcation line between north and south Korea.

Now it means the dividing line or demarcation line used to cut the exchange between two sides. I often carries an unfriendly tone.

第二次世界大战以后，朝鲜半岛以北纬38度线为界，划分为朝鲜和韩国两个国家。

后来以“三八线”指朝鲜和韩国的分界线。现在也比喻人为地阻断双方来往的隔离线，或分界线。多含不友好的意味。
