万事俱备，只欠东风:

Literally means:

everything is ready, and all that we need is an east wind

Actually means:

all is ready except what is crucial

俱, all or completely. Jubei means everything is in place. This phrase is from the Chinese classical work The Romance of the Three Kingdoms. It originally means when Zhou Yu, a hero in the novel, plans to attack Cao Cao with fire, everything is ready except the east wind, without which the fire cannot be set.

It figuratively means everything is ready except what is most crucial. It implies once the last and most crucial condition is attained, one could achieve success.

俱，都或全。俱备，全都有了。

万事俱备，只欠东风，出自《三国演义》。原指三国时周瑜计划火攻曹操，一切都准备好了，只差东风还没有刮起来，不能放火。
