Actually means:

talent for spontaneous literary creation

This is an illusion to the literary genious Cao Zhi in the Three Kingdom Period, who was once forced by compose a poem, on pain of death, within the time it took to walk seven paces. Cao Zhi made it, creating a poem, artfully accusing his brother's persecution on him.

This phrase thus figuratively refers to someone who is very talented in writing,and lented whose work is both quick-made and of high quality. Commendatory.
