Usually it's a formal way of talking/writing about historical events or artifacts.
We don't usually use this phrase to talk about current happenings, unless in formal situaitons or about something serious that happened in the recent past years. For example, 文革距今已有四、五十年了。But you can also say, less formally, 文革已经是四、五十年前的事了。
In daily life, when the context is right, people can use this phrase as an exaggeration to be funny or sarcastic, for example, a parent saying this to their kid who doesn't like taking a shower (many kids go through this phase): 您最后一次洗澡距今有多长时间啦?It humorously reminds the child that it's been quite a few days that they took a shower and it's high time they did it again. The use of 您 (usually reserved for older generation or formal sitations such as workplace or to strangers) instead of 你 is also meant to be sarcastic/funny.
