How to teach the students for writing?

I had a Chinese student, he is in the Primary 6. However, he could not know how to write "牙“ or "遲” this kind of basic words. I asked him to write articles and he didn't know how to write the whole article. (even I write the Summary of article) He needs me to teach him sentence by sentence to write it. If I ask him to write "一件令人深刻的事“, he will say I don't have any things to make a deep impression on me. I need to give him the ideas for it.

Could you let me know how to teach this kind of students? Or refer some books to me.
