Their is something called vocabulary book 📖 and it has a lot of benefits for the writing part if you are hsk4 or lower, because it gives you examples about each word in phrases and sentences , because the most important thing in writing is keeping as much examples as you can

To answer your questions and hope it helps-
造句子 normally just use one word or phrase to make senrtences as long as the sentences are correct grammartically.
短文 of course come from many 句子, however, it requires context, the variety useage of grammar and vocabularies. I think it's more advanced and hard working as well to write a short paragraph as we need to structure sentences with logics,reasonsing as well as opinions.

Therefore, I definitely suggest you to get a teacher,especially writing.
