how to explain this plzzz!!!

hello everyone,
i know that we cant use an adjective with the verb 是 like we can not say :
她是很漂亮 so who can explain this phrase to me :
今天是晴天??? i mean explain the use of 是 and the adjective together. sorry for my English im working on it ;)

There are two grammar points about 是:

1, 是 Sentence, it is used to indicate judgment and indicating existence.
the formula: A (Noun) + 是/不是 + B (Noun)

2, 是……的, it is used to emphasize something.
the formula: Subject + 是 + Verb/Adjective + 的
