How to 分别“答题卡和答案卡”？

If you want to say the paper where you write your answers or the ABCDs for a test, that is 答题卡。 Most of the time, 答题卡 is the ABCDs, they required you to color with 2B pencil.
I don't think that I will use 答案卡。 If there is a 答案卡， I might consider it to be a sheet of paper with answers to the questions, like the "answers and answer explanations" parts in a book.

Chinese people don't say 答案卡，because 答案 is always on the book, not on a card, but when we take some exam, we need to write the answer on a paper, or a card卡, so we will say 答题卡。

答题卡is the paper you are supposed to write the answers on. 答案卡is the paper with the answers on.
