特殊 as an Adjective, and 特别 as an Adjective or Adverb, which both means [special; peculiar; particularly], indicate “not the same as the ordinary”.
Example
特殊 as the Adjective, which means "different from the ordinary person, thing or situation", it is contrary to 一般.
1) 特殊 is mainly used before a noun as an attributive, as in examples ② and ③ ④. Sometimes it can also function as the predicate, as in example ①.
2) In the examples, 特别 can be used instead, but if 特别 is used, the meaning is stronger. 特殊情况 in example ② is an idiomatic expression, and if 特别 is used instead, 的 must be added.
