Definition
"对……来说" and "拿……来说" both express comparison, but they have different usage.
"对……来说" means "for" or "as far as" and is used to express a comparison within a particular context or for a certain person/thing. For example: "对我来说，这道题很难" (For me, this question is difficult).
"拿……来说" means "taking" or "as for" and is used to compare a particular person/thing to others in a general sense. For example: "拿这个城市来说，它不太大" (As for this city, it is not very big).
